Monsanto complains algae test was too sensitive for glyphosate

In a PDF file which is a Feb 12, 1999 fax from Monsanto to Europe's ECCO TEAM BBA, PDF page 11, Monsanto claims the test against an algae Skeletonoma costatum was invalid because that algae is much more sensitive than other algae, and that means glyphosate is safe for algae. Isn't that the point in testing, to use a more sensitive test subject to really root out toxic substances?
